The 110 central station for Finnmark county (covering more than 48.000 km2), which is based in the city of Hammerfest in northern Norway, has deployed Innovative Security Manager™ in order to be able to receive the latest IP-based protocols in order to handle automatic fire alarms and care-calls. The deployment also includes our new cloud-based solutions for IP-telephony and SIP-trunking.
With our VoIP module connected to a cloud-based solution for IP-telephony, the central station not only supports legacy protocols such as CPC, P100 and Tunstall, but also the new IP-based “outside lines” based on SIP-trunking. In addition, ISM also supports the Social Care Alarm Internet Protocol (SCAIP) including voice. SCAIP is widely used within welfare technology (e.g. care-calls) and is also finding its use within elevator alarms.
New technology requirements
The 19 municipalities within the Finnmark county are focussing on new technology within care-calls and welfare communication. In turn, this requires that the alarm receivers to support SCAIP. In addition, Norwegian telecom provider, Telenor, is phasing out ISDN, driving demands for new technology to replace it. In that regard, Innovative has – together with our partner, Broadnet, launched a completely cloud-based solution comprising an IP PBX (3CX), IP-based “outside lines” using SIP-trunking and VPN connections. The cloud-based solution ensures maximum up-time using encrypted connections.
Vendor-independent solution
The central station also employs our iVIP-module to support SIA DC09, which is an IP-protocol used by a wide range of alarm transmission providers. In Norway, SIA DC09 is typically used to transmit automatic fire alarms from buildings, hotels, homes and sites. SIA DC09 is an open protocol which enables the 110 central station for Finnmark – as the first of its kind in Norway – to receive alarms from many different suppliers and manufacturers.

The main task of the 110 Central Station for Finnmark is to receive and respond to emergencies in connection with fire alarms, environmental emergencies and other accidents across all of the 19 municipalities, comprising Finnmark county. The central station is located in the town of Hammerfest in the municipality of the same name. Geographically, Finnmark county is situated at the northernmost part of continental Europe extending over an area of more than 48.000 km2.
